If I may chime... Seems to me, given the date on which these changes took effect (11/23/05), & the date on which Q filed its actions relating to its IPRs in these standards, is sufficient "timely notice" of its IPRs . . . or am I missing something here?

Appreciate your chiming in with the ’05 date of such ETSI changes (which for some reason got lost in the debate) which was a very helpful addition to this interesting discussion.
