Increase in military spending has little connection to the idea of fascism. Fascist and non-fascist states increase and decrease military spending. A high level of military spending compared to the size of the economy is a hallmark of a fascist state but our spending is relatively low compared to our economy, and even if it was high it would hardly make us fascist. Spending was probably something like ten times as high as a % of GDP in WWII, but that didn't make America fascist.

Military aggression - The real correlation with fascism would be wars of conquest more than wars of aggression. We aren't in any wars of conquest. Wars of aggression? Well you have one possible claim, but its a little more complex then simple naked aggression.

the promotion of nationalism

Not a lot of that going on, depending on how exactly you define the boundary between nationalism and patriotism. Certainly not the type of nationalistic displays you would expect from a fascist state.

the circumvention of laws

Every type of government does that. And many of the accusations against this administration amount more to a battle between the executive and the legislature as to defined limits of power rather than any clear violation of or circumvention of laws.

the identification of an unacceptable minority

Not applicable to America of today.
