Interesting datapoint, but I think Qualcomm was still obligated to declare Essential IPR to ETSI ... in a "timely fashion" after becoming aware of such IPR.

BTW in which ITC filing did you find that datapoint?

Never mind. I found it on page 11 of edisweb.usitc.gov

I wasn't expecting it to be in a Nokia filing.

I don't know what a non-assert is, but if it is what I think it is, you may have done away with the timeliness issue.
