Name one example of Saddam threatening the US directly. As recently as 1991 Saddam was an ally with full diplomatic relations and military support. Remember that each point in the Powell Doctrine must be fully met. Each and every element. No luke warm yes is allowed in any portion of it. I would say that in answer to number one that Saddam was unpredictable, yet fully contained. Therefore national security was not threatened.
