He holds the office.

Bush is only President because he likes the perks.
He's been an idiot his whole life and periodicly people have told him so, from his Daddy to Laura to Billy Graham. Nobody calls the President an idiot to his face except maybe Stephen Colbert. That's why he is President.

Cheney, on the other hand, runs the office of the executive. He likes the power more than the perks and would rather work in secret. He tells Bush Jr. what information he wants him to know so that when it appears that a decision is made it will always correspond to the Hobson's choice that Cheney has setup for him.

Huh? What the hell does that mean? I think you are way behind and need to play catch up.

Furthermore, what exactly have Cheney and Rumsfeld made Bush do he didn't want to? And did Cheney and Rumsfeld really want Bush to waste so much time and expend so much effort trying to get the UN to support the overthrow of Saddam? I don't think so. I think that was Bush listening to Powell's advice.

Please read up on the neocons and Cheney's and ole Rummie's role in that ideology. And then you better read up on the Powell role in the Bush administration......after all, he didn't leave because he thought Bush was doing a bang up job and he was no longer needed.
