Any pretense at fiscal management was put to rest with the concept of baseline budgeting. Each new congress will merrily spend more than the last. It's the nature to the beast to waste and squander money....nothing magical about divided government, other than not having free reign to blame the other side for the continual mess.

We need a tax payer revolt....but that is not very likely.
