Look, moron, you can believe whatever nonsense you want, but that won't change the facts. FEMA is not and never has been a first responder agency. It is responsible for disaster preparedness (i.e. working with local authorities to develop disaster response plans), assisting with training of state and local disaster response teams, and coordinating any federal assistance provided after a disaster - in particular, AFTER the governors of any affected states request federal assistance.
