And the more the Pals get integrated into the society, the more they want to stop the remaining "refugees" from warring with Israel since the newcomers have a stake in NewCo. Your issue of Sharia law could be raised, managed, somehow enshrined in the constitution that secular laws take precedence, but it could be dealt with. Perhaps accepting that NewCo laws are the law of the land and Sharia is your own personal issue could be part of the oath to become a citizen. Who knows - it's a concern, but could be dealt with.
Look at Lebanon, Lebanon is a mixture of Christians, Muslim and Druze. Shariaa Law is a family law no more no less. If you are Christian in Lebanon you follow the Christian family law, i.e. no divorce, inheritance. Muslims the same thing they follow their shariaa law. However, every one shall follow the country’s criminal law i.e. stealing, killing cheating and so on.
There is a chance that it might work in Israel. It does not have to be one or the other. There must also be a civil law for those who do not want be under religion family law.

How about this.

Palestine agrees that Israel has a right to exist. Israel and Palestine agree to each spend one year at peace, no attacks from either side. Israel and Palestine agree to each invest the money saved by not having to buy weapons on paying Israeli and Palestinian Engineers and Palestinian workers to rebuild one section of Palestine into the equivalent of an Israeli City. Water, electricity, roads, apartments, schools, stores, parks, public transit. The ideas come from the palestinians the methods from the israelis. But any Israeli who comes to help has to have his safety guaranteed by the palestinians. What happens if they build the homes of the rich and important on the border as well as the poor and hopeless. What happens if there are beautiful Mosques on the border? Would anyone risk what they built to go back to war.

I reread your idea, I think it could work, providing the Arab States that expelled jews are willing to restore full citizenship and rights to the Jews and all of their descendants they have banished out since 1902.

Your idea only makes concessions from Israel, and it means an end to Israel, and basically the Israelis depending on the Muslims for forbearance. I think my idea was better, and this is why. If they stopped fighting, and started to renovate Palestine, and bring it up to Israeli standards, Palestine could comfortably contain more people. By providing employment for the young men, they will have some hope. There is no hope of Israel simply saying yes all those palestinians can come back to israel. There are no homes for them, no jobs for them, and no place for them to live. So a simple yes we'll take 150,000 Palestinians is simply not possible, they cannot sleep in the streets, they cannot live on welfare, that is a huge number of people to suddenly have to deal with. I am not even sure Israel could feed 150,000 new people all at once. So why not try make palestine and israel co-operate to bring a better life to Palestinians first, to give each other Favoured Nation status first, to re open slowly the borders so that Palestinians can work in Israel and Israelis can work in Palestine. I am not sure if you have lived on the US Canada Border, but often you find people working in one country and living in the other. People marry people from the other country, and until recently many people buy groceries and clothes wherever they get the best price.
Then you will have a country called israel and a country called palestine, that provide opportunities for each other, and where if some palestinians want to move to Israel they will, and if some Israelis want to move to palestine they will, and both countries will be rich. Do you have any idea how much money they could make from just Christian Tourists?
