People do what they can get away with. In Saudi Arabia, people are well-behaved and don't steal from shops. They like to keep their hands attached to their arms. In Singapore, there is almost no graffiti, though I spotted one the other day in a nice clean white tunnel = note tunnel, not out on a rooftop in plain view = culprit very nervous. It was a hurried teeny one too, barely a foot long. Not a major work of "art". BTW, did you know that Islamic Jihad women are also keen on hacking off infidel heads and especially Jewish infidel heads? When it's total war ElM, you don't have the luxury of picking and choosing. That's the main reason to put effigies of Jesus on a cross in every town - show the citizens what they can expect if they step out of line and disobey authorities. That's the reason to put the statue of the Roman Emperor in each city - keep them in awe and reminded of just who is in charge. Then all stays peaceful. One day, just explode one way up high - say 100 km. No damage to speak of. Probably wouldn't even hurt the Van Allen belt or whatever is up there. But it would be a bright light in the sky and would make people think carefully. The USA has LOTS to spare. Mqurice
