S. 2664, the `First Responder Terrorism Preparedness Act of 2002', establishes the framework for the Federal government to partner* with State and local governments to achieve this goal* Please note the word partner in the paragraph above. Partner suggests an equal as in an equal first responder. Remember, dude, we are a republic.......states' rights. The feds have to be very careful how they word their first responder verbage. The bottom line is that when there is a disaster the locals depend on the feds to provide them with resources and manpower. Its typical of every disaster. But you go ahead and pull out your rove spin. None of us are buying but I know it makes you feel better to spin it out.
