No it doesn't. I imagine that the liquor laws are holdovers. Either that or they are designed to give the cops a way to pick up winos.

I don't support outlawing drinking a beer in public either.

Peeing in public outdoors is probably a more serious issue in terms of smell and contamination than smoking in the same situation.
