I'm aware of that but it isn't considered normal in the US.

I'm not as much ranting against the practice, or shouting "It must be illegal", as I am defending making it illegal as more reasonable than arreseting someone for smoking a cigarette, or drinking a single beer outdoors in public.

The health effects might be minimal, in some cases zero, but the same could apply to drinking a beer in public or even smoking a cigarette outdoors.

The smell is real, and under the right conditions it can even be somewhat persistent.

Someone peeing by his car isn't going to beat up someone walking by he doesn't like. Drinkers sometimes do.

Someone who is drunk might be more likely to beat someone up. Someone drinking a beer without being drunk doesn't present the same risk.

Growing up in small town, rural Texas in the late 40s and early 50s could perhaps be classified at the "less developed world."

I hadn't thought of this in the context of the "peeing in public" debate, but, when traveling, we, routinely, would scramble down an embankment on the side of the road and find a tree or bush to get behind, if possible. Not a lot of public rest stops and most small filling stations on the road either didn't have rest rooms, they were "out back", or you took your life in your own hands using them, given the level of filth.
