"Probably" is a dangerous term when it comes to nukes (and land mines too, based on my experience in Bosnia).

Unless you know for 100% sure where all the nukes are and you are sure you have destroyed them, you are inviting a retaliatory attack with a potential death toll over a million. Assume we hit NK's nuke facilities with conventional weapons, they have one left and they get it into a Cessna flying over Los Angeles. Say goodnight, Gracie.

If I wanted to mount a nuclear terrorist attack on a US city, I would smuggle the weapon into Mexico and put it on a plane with a valid US flight plan. No way the US stops that unless they learn about the plot before that Cessna takes off.

Do you want to take that chance? The enemy who was supposed to be disarmed now has the means and the motivation to nuke your country too.
