I don't know where you were, but in many countries the education is excellent for those that stay in school, or who plan to attend college. In Scotland, where my children went to school, kids can leave at 16. There are 2 tracks of classes- the ones for students planning on university, and the ones for those who aren't going. The track for students going to university was tough, the one for the other students was about 2 years behind the equivalent grade in the US- at least in our district.

In Mexico the public schools can charge tuition- so many poor people simply can't afford to send their kids to school:
