"No dispute there..." :-) I doubt that many of the great strategists of history would have stuck long with unsuccessful policies so long. Alexander, Sun Tsu, Napoleon, Clausewitz, Chingis Khan ... even Washington, were all quite familiar with the benefits of 'divide and conquer'. I'm certain that the professionals in our Pentagon are no slouches in this area either.... But the civilians who give them their 'marching orders'... and stick with old fantasies long past their 'expiration date', well... that's a different matter. (I'm not so sure that they grasp the big picture, or see the main opportunity.)
