The writers of the Bible, and by implication God, did not consider this a dark age.

In the Bible it is an age in which there was no king in Israel, and each man did as he thought right in his own heart.

In fact it was exactly what God prescribed for them. The Israelites were explicitly warned against putting a king over them and each predicted warning came true - they were taxed to death and their sons were turned into arrow fodder.
