What they measure isn't something that has to be adjusted for inflation.

In year X you are in the the bottom 20% of people's income in year X. In year X+9 you are in the 2nd or third from bottom 20% of income in year X+9.

Tax brackets have specific dollar amounts. If you don't adjust those dollar amounts for inflation you get bracket creep, but this type of comparison doesn't have bracket creep of that sort.
