It is true. The key phrase in that statement was 'given the opportunity'. You must have missed it. Most human beings, even in the most difficult circumstances, are able to use reason to determine how realistic a particular struggle is. Under Saddam, the master of brutal oppression, there was little opportunity to struggle on one's own behalf.
