its not just us,through out the ages rulers had great difficulty reigning in the powers privilages and peragatives that had been gradually usurped by the nobility(ie land titles given for life that often became hereditary due to the personal weakness of kings) .it is no coincedence that kings often found themselves allied with the common people against said nobility.The rich and powerfull are supposed to set examples,unfortunaterly they almost always set bad examples.
