He's trying to say that only valid opinions are valid. That is, his! Unless an observation has been made for 23 years, it's not a valid observation. Luckily, scientific observations and experiments don't take as long as ElM to conduct or we'd still be in the industrial revolution.

It's the oldest trick in the book = devalue other opinions not with any factual basis, but some irrelevant point, such as "Oh, that's just a woman/negro/child/old person/Kiwi/holiday-maker - ignore them" That avoids having to use reasoning or facts or otherwise considering the content of the opinions/facts.

I'm trying to say people base their opinions on:
1) what they read on the press.
2) Venting opinions based on a two-day stopover in a city.
3) Reading on the library of university.

I vent my opinions based on personal experience. But as I wrote, everyone is free to make his own judgement. .
