I imagine property rights (which seems to be the issue for you above) will be decided by the nation's property law, which can be challenged and disputed in the courts, same as it is done in most civilized nations. Will you consider requiring Sharia Law to be lifted for the Middle East? No, we're talking unification of Israel-Pal territories. Reforming Sharia law in Saudi Arabia can be someone else's pet project..... How will you enshrine the permissive culture of Israel so that women in the new country have equal rights, and still allow Islam it's need to deny all rights to women? Women can Drive in Israel for example, but not under Sharia Law. Women wear bikinis in Israel, but not under Sharia law, how do you enshrine that in law so that the government cannot change it? Make it a secular country where civil law is the law of the land. Sharia law can be followed by those individuals who chose to follow (without breaking civil laws), and ignored by those who chose to ignore it. Same as it is in the US. Sharia law doesn't say women cannot drive, by the way, that's just the Saudi interpretation. Since there is no Muslim pope, the interpretation of Sharia varies from region to region, depending on who's the leading cleric in that region/country. Many things are agreed upon, but the Saudis are probably the most restrictive of the lot, followed by the Iranians.
