Sharia law can be followed by those individuals who chose to follow (without breaking civil laws), and ignored by those who chose to ignore it. Same as it is in the US. Sharia law doesn't say women cannot drive, by the way, that's just the Saudi interpretation. Since there is no Muslim pope, the interpretation of Sharia varies from region to region, depending on who's the leading cleric in that region/country. Many things are agreed upon, but the Saudis are probably the most restrictive of the lot, followed by the Iranians.
