What about one state with two groups of people, were one group currently controls power and runs state security, while the other group is running an active campaign of terrorism against the state? Would you turn power and state security over to the latter group? That was Rhodesia and South Africa.

In Rhodesia and South Africa almost everyone wanted to be part of the same country, the dispute was just about who would be in charge in the country. (A lot of white Rhodesians did leave after the country became Zimbabwe but there was never serious plans to slit the nation and have a truly independent Rhodesia and Zimbabwe side by side)

You didn't have something like the Palestinian Authority exercising government functions and taking part in high level international discussions while receiving billions in aid from Europe. You didn't have white Rhodesians or South Africans pulling out of part of those countries, or offering parts of those countries as territory for a truly independent nation for the blacks.
