How does total war stop a handful of terrorists getting their hands on a rogue Russian or Pakistani nuke and setting it off in the US? Why is total war the commensurate response to that threat, if that is your prime concern? And as awful as it would be, that nuke would not end the US, or put us in the hands of an Islamic government. If anything it would drive the US much, much further into an aggressive anti-Muslim gear with the remaining 295 million citizens ready to rip a new one in anyone we could find. You need to prove that total war is a deterrent or preventive measure to the scenario you posit as the worst case.
