instability has to do with the transferability of nationalists' loyalties - e.g. all the disaffected communists who became the early supporters of fascism.

Now that parallel actually made me think of two more recent groups, to wit: the US proponents of idealist-left transformational change, who went on to become the neocons, and the Stalinist-left students and hard-left socialists who went on to form the Blair government here.
The latter at least may have moderated their professed aims but none of their conviction that the State is right, a bigger State is a better State and the State always knows best. (Nor indeed their tendency to government by cabal, but that's another matter). Then again, substitute 'Defense' for 'State' and don't you reach Rumsfeld?
