The State Department did extensive planning, but the plans called for a much larger force because a small force would stand no chance of restoring civil order. These plans were thrown in the garbage because they did not mesh with Rumsfeld ideology, nor with his intent to prove that the old way of thinking about force levels no longer applied. The ideological dimension of the invasion was central. It drove the decision to invade, and then it drove the decision of how to invade. The two aspects were linked in a single "vision" that turned out, and predictably so, to be utterly delusional.

We have a talented military elite -- many, many highly capable and dedicated professionals and we should indeed be proud of them. But in the hands of ideological bureaucrats and dumb ass politicians, even the most gifted professionals are not going to be able to do their jobs. They were more than ignored -- they were snubbed and shoved aside unless they were willing to drink the Bush-Cheney-Rumsfeld coolaid.
