It sounds like there was an intensive effort when we first went into Afghanistan, but clearly someone has made an arrangement to harbor him without being menaced for the last several years. I would guess that Musharaf told Bush that going into the tribal lands to get Bin Laden would lead to an uprising that would topple Musharaf himself and put the nukes into the hands of the pro-Taliban types in the Pakistani security services. Not a pretty thought.
