What constitutes control. The US government doesn't have total control over the US. The invasion was very successful. The occupation/pacification/counter-insurgency much less so. Even you you conflate the two, which unnecessarily confuses things, the invasion wasn't defeated by Saddam's forces. Saddam is in a jail cell, his sons are dead, his army was shattered and the new Iraqi army is the army of the government we support. Saddam and his forces haven't defeated anyone militarily since they put down the Shia rebellion in 1991.
