How about New Zealand?

If you stay in Texas you will end up cutting brush with GWB or waving a pink anti-war banner with Cindy Sheehan. ;-)

But traversing the suburban sprawl reminded me why I am looking at quiet rural locales for my retirement.

That works if the locale is really rural and going to stay that way. My experience here is that the older suburbs have much better traffic situations because the roads are already there and there's no place left to build. Rural areas are where there are no roads but mcmansions are being built. Seems to me you need to really get out in the boondocks or settle in an established area if you want to minimize traffic problems. The richest county in the country according to the study released this week, Loudoun, was covered in cows until quite recently. It's now covered in traffic.
