Yes, it seems like the rise since June counts best as a b wave in an ABC flat off the top. The fact that the b has retraced so much of the a does seem to indicate a flat, with the c down about to start.

But, that almost doesn't make sense because an ABC off the top would require an impulse into the May top, which doesn't seem like the right count.
