Did Bush violate the cease-fire that was declared in 1991?

No... And why not?

Because Saddam HAD ALREADY BEEN unanimously found in "Material Breach" of the cease-fire.

And being in material breach of a cease-fire means he committed the act of aggression that defaulted back to the status of hostilities that were present BEFORE that cease-fire was signed.
