It depends on your broker. If its Elroy Fly-by-nite Trade, he'll soak you and take your first born to boot. ;-)

It's not $1.00 per trade, it's 1% per trade on the sell side only.

You can sell anytime, at the next close, and you can buy at the end of the month, although sometimes the end of the month is at the close 9/1. The header has the rules if I am wrong.
