RAH was just playing with some ideas. He had also proposed at one point that only mothers should be allowed to vote because they have a strong stake in the future. He did that a lot and a lot of people wound up ascribing certain political stances his characters took as his own. Now some characters did, but others, like Lazarus Long, likely went well beyond where his beliefs actually were.
