Actually it was more likely restraint due to one of a few causes because they had already threatened many churches with punishment for political speech. 1) Lack of an intermediate punishment. Death penalty or "exoneration". 2) Fear of backlash from leftwinger partisans and other interested parties. 3) Bias in the department. 4) Whitehouse restraint. During the Clinton Presidency the IRS became an effective tool for intimidation of conservative groups. It has not been used to intimidate liberal groups during the Bush Presidency.
