You think they used a homing beacon and failed to use multiple decoys? I'm sure the North Koreans will be just THAT cooperative. It's another StarWars welfare program for the military-industrial complex which supports the Republicans. They'd really like to put nukes into space but since they lied about the effectiveness of the Patriots during the Gulf War, their credibility (and their talent) is pretty low.
