The words used are "...apparently unaware..." - whatever that means.

Frist was notified several times over a five year period. Yet this blunder still happened!

"Frist went on to write that its use "needs to become a part of continuing medical education for every physician in the country."

SO here we have Frist emphasizing the need for medical education for every physician in the country, and here he is the one facing a fine for noncompliance.
