Spec net long position is now 406,000 contracts, making a 22,000 change from classification change minor.

Small specs were not affected by reclassification; they are flat now after staying short during the last few years. So conclusion is the same (COT is bearish for 10 y T notes). Still there is nothing extreme in small specs position.

<The change definitely facilitated the recent change in positions>

My WAG is that most of this big shift by commercials is due to reclassification.

Part of the reason the Unified budget is improving is more companies are going bankrupt - and terminating their pension plans! The assets get credited to the unified budget (essentially a cash flow account) but the liabilities are spread out over a number of years. Weird accounting.
