I think Yiwu was saying that those with green cards who want to buy have bought. Some with green cards won't buy because of the reasons you state and an uncertainty about whether they will be able to keep the card, but what is going to change their mind and make them buy?! These reasons will only make them less likely to buy.

I agree with Yiwu that lenders aren't going to persuade immigrants who haven't bought yet to buy. If they haven't bought it's because of good reasons, not lack of information I think... though the other day I was explaining to my girlfriend that you really can buy a house with no money down and she didn't know that. But she is on a student visa and really not in the market to buy housing (I'm an H1-B waiting for green card - I was approved I was told).
