Libby, Rove and Cheney outed Plame for malicious reasons. Just because Armitage was the first doesn't excuse the others. Armitage never talked to the New York Times, for instance, did he? And Armitage may have been the only one who outed Plame without malicious intent. We shall find out. But the claim that Armitage clears Rove, Cheney and Libby is preposterous. Fitzgerald knows what really went on, and why thew White House lied and covered up for more than a year.
