The one time that I though someone got close was the physicist, Fang Lizhi, in his book "Bringing Down the Great Wall." He wanted to find a universal human right that he could build upon. His first was the right to express one's opinion without fear of (state) reprisal.

Not getting arrested or physically abused for expressing an opinion would be a good starting point.

This is easier than defining 'evil.' :0)
