I think the air arm was negotiated out of existence with the Russians as part of the treaty to reduce warheads and missiles. Both sides agreed to reduce the ICBM missile stock also and have (I think down to a 1000 each). I do believe certain classes of submarines were also negotiated out of existence, but both sides retain nuclear launch capability from under the sea.
