Well, that is the risk. That's why we have "Polite Political Discussion" Threads to prevent that from happening (G).

The problem is that MAD has worked (so far) and to give it up would be going into uncharted waters. And of course you would have to have the political will to give it up among all the holders of nukes, and in the age or terrorism that, IMHO, is a tough sell.
