I know for a fact that (i) coal is being exported, (ii) Shenhua is the world's second (they claim, and with recent rollups, will increase export) largest coal digger and coal exporter (after Peabody), and (iii) their executives verbalize the corporate strategy I sited in the earlier post. So, no, ethonol will be like coal, if not more so, because domestic competition pressure requires export safety valve for each company, else the company stands a better chance of dying when the killing starts.
