Yes, but Harper could have vetoed it and reneged on the Liberals' promise of troops for Afghanistan.

Harper agreed to send troops, not so much as an act of participation, as was the case with Martin, but because Harper is a compulsive American ass-kisser and boot-licker.
Harper, no doubt, thinks that his term as Prime Minister will be extended indefinitely if he throws in his support behind Bush.

So, don't blame Martin for having started it all.
