"Instead of the UN delegates partying it up in NYC, collecting as many parking tickets as possible and living in abodes that none of us could afford, we move them to conflicts up close and personal. IMO this would not only eliminate alot of foot dragging by participating countries but would encourage permanent solutions to conflicts instead of temporary patches. I mean, there's no way that they'd want to return to some of the conflict sites since they usually happen in the most unappealing places in the world."

If the host country had to pay the lion's share of the UN costs while they were resident it might motivate them to accelerate a solution. I like your thinking.
