Not only their actions on that day but what they did afterward is damning.
At least 3 instances of manufactured evidence and at least 3 other instances of destruction of evidence.

Evidence planted about the alleged hijackers.
Evidence concocted with phony cellphone calls.
Phony obl "confession" tape.

Jeb Bush whisking away Huffman Aviation records.
Removal of all remains of the WTC site.
Destruction of air traffic controllers' tapes.

Witness intimidation.
Obstruction of investigations.
Planting members of their own crime syndicate on the 9/11 "commission".

...and why did the SEC not follow up on those who purchased puts and short sold airline stocks immediately prior to 9/11.?

After a few cursory mentions of this subject during the week or so following 9/11, the topic seemed to be completely banished from the press.
