I dunno. Maybe old farts could become state sponsored breeders and get stud fees :>)
In the meantime, why not make the employer pay his share of the SS tax on each non-taxpaying robot he uses to replace 5 or 6 tax paying workers? What's that; 6.5% or something? Let them calculate it at minimum wage, even.
