It is incomprehensible why any country would allow terror training camps unless it is a state sponsor of terrorism.

Some countries, such as Lebanon and Pakistan, do not make a conscious choice to allow terrorist training camps to exist. In Lebanon's case, the central government is too weak to control Hizbollah. In Pakistan's case, the daunting geography plays a part in preventing the government from controlling the tribal areas.

I agree with you, however, that any country that consciously allows these facilities to exist when it can do something effective to control them is engaging in very dodgy behavior.
