It's a leap, but the number I read somewhere suggested that 40% of the population receives some sort of health care from tax sources. This number includes those on Medicare, Medicaid, state federal and local employees and their dependents - as well as the millions in the armed forces.

Its still a big leap to go from federal employees (including employees in the armed forces) receiving federal funded insurance, to everyone receiving federally funded insurance.
