But I'm paying for their coverage, and in many cases the local teachers unions have far better coverage than any private sector employer could hope to offer. When Blue Cross raises rates 20% and my school taxes go up to cover that, I'm paying taxes for someone's health care. To get a handle on health care costs in America we need to look at the whole pie - not just certain pieces.

State and local employees don't receive federal health insurance. They shouldn't be counted in that 40% figure. The state for local government buys insurance from private insurers just like any employer would.
