Yes its difficult to control people, but even if you leave aside questions about whether "plan B" is desirable, its not very effective. No, it's not very effective, but once the nuke has gone off, punishment seems rather lame. I'm not recommending plan A or B, just commenting on how people react. In a scenario where there really isn't any prevention, people do whatever they can to mitigate the risk even if it can't possibly be fully effective. (This is like the global warming discussion where people feel the need to do "something.")
